Elmwood Park / Bergen County, NJ - A team of assessors from the New Jersey State Association of Chiefs of Police (NJSACOP) on Tuesday April 23rd, will examine all aspects of the Elmwood Park Police Department policies and procedures, management, operations, and support services, Chief Michael Foligno announced today.

“Verification by the team that the Elmwood Park Police Department meets the Commission’s “best practice” standards is part of a voluntary process to achieve accreditation, a highly prized recognition of law enforcement professional excellence”, Chief Michael Foligno said.

As part of this final on-site assessment, employees and members of the general public are invited to provide comments to the assessment team. They may do so by telephone or email. The Elmwood Park Police Department must comply with NJSACOP LEAP standards in order to achieve accredited status. Chief Michael Foligno indicated, “Accreditation results in greater accountability within the agency, reduced risk and liability exposure, stronger defense against civil lawsuits, increased community advocacy, and more confidence in the agency’s ability to operate efficiently and respond to community needs.”

The Accreditation Program Director for the New Jersey State Association of Chiefs of Police is Mr. Harry J Delgado, Ed.S. “The assessment team is composed of law enforcement practitioners from similar New Jersey law enforcement agencies. The assessors will review written materials, interview agency members, and visit offices and other places where compliance with the standards can be observed. Once the Commission’s assessors complete their review of the agency, they will report to the full Commission, which will then decide if the agency is to be granted accredited status”, Harry J Delgado stated.

Accreditation is valid for a three-year period during which time the agency must submit annual reports attesting to their continued compliance with those standards under which it was initially accredited.

In rapid response to the Coronavirus public health crisis, over the weekend the Elmwood Park Police Department quickly implemented a new online reporting system to help keep their officers, and the public, safer.

Called the Citizen Online Reporting System ("CORES"), the new web portal at www.elmwoodparkpd.com gives residents the ability to do online filing of certain criminal incident reports, property check requests, and alarm system registrations.

"With the recent outbreak of COVID-19 and its rapid spread, especially in Bergen County where most of the cases in the state are being reported, we felt the need to explore the possibility of allowing our residents to make certain non-serious police reports online," said Elmwood Chief of Police and Borough Administrator Michael Foligno. "With social distancing being one of the most recommended precautions to take to help stop the spread of the virus, we felt that even if we could decrease the number of police/citizen interaction by a small amount, we would be protecting our officers as well as our residents."

The CORES system inputs residents’ reports into a server database, delivers an email with an attached PDF of the report to the Police Department, and emails a copy of the PDF report back to the resident for their records.

The system was created and installed over the weekend by the Borough's website company, AirGov, which operates websites and performs public information services for local municipalities and government agencies.

It is anticipated that the CORES system will be expanded in the near future to include additional types of online reporting for municipalities and police departments.

Police Chief Foligno added, "We are the first to step up and the last to step down during a crisis or emergency. If we can reduce our interactions without sacrificing our services, I think everybody wins."

This is to advise of a future vacancy for the above referenced part-time position in the Elmwood Park Police Department. A Police Communications Dispatcher is responsible for receiving and transmitting pure and reliable messages, and recording other important information. They receive calls from individuals who need assistance from first responders. Once information is obtained from the caller, dispatchers activate the services necessary to respond to the nature of the call for help.

Essential Duties and Responsibilities:

Interested candidates must possess the ability to perform all duties by the Police Department such as but not limited to:

* Answering all incoming calls, administrative as well as emergency, and soliciting essential information from callers in order to appropriately handle each call.
* Dispatching, coordinating, and monitoring radio communications for Officers, other law enforcement, emergency situations, and/or public safety personnel.
* Monitoring officer status, to include periodic checks on field personnel.
* Accessing information from and disseminating information to local, state, and federal law enforcement agencies via the National Crime Information Center (NCIC) system.
* Receiving and responding to alarms programmed to call this agency.
* Obtaining and providing information needed by field personnel.

Requirements:

* Candidates shall possess a valid New Jersey driver’s license. Candidates must possess Basic Telecommunication and 911 Officer and Emergency Medical Dispatch certifications.
* Candidates will be required to work at least 25 to 29 hours per week. The candidate may be required to work a variety of flexible hours between 7am 7pm depending on the needs of the agency. This includes weekdays, weekends and holidays.
* Candidates must possess a High School diploma or equivalent.
* The right candidate is highly motivated, well organized self-directed professional who embraces new challenges and collaborates well with team members, accepts responsibility and sees assignments to completion; exhibits excellent oral and written communication skills. The candidate will be privy to highly confidential matters and transactions and must display the utmost discretion and professionalism.
* Ability to understand and follow complex instructions, manage multiple tasks and work effectively under stress and with interruptions, within deadlines and with change in work priority.

Substitute School Crossing Guards work in the absence of Full Time Crossing Guards, Monday through Friday, during the regular school year at designated locations in the Borough assisting elementary, middle and high school students. Crossing guards assist children in crossing the street on their way to and from school. Crossing guards provide safe crossings of the roadways and model appropriate street skills and behavior for children. They do this by:

  • Choosing good times to step into the street to create gaps in traffic
  • Standing in the roadway with STOP paddle continuously raised to shoulder height to show that pedestrians are using the crosswalk. Stands for 1-1.5 hours at a time.
  • Verbally directing children across the street
  • Recognizing and communicating potentially dangerous traffic situations and hazards in the environment
  • Fulfilling job requirements outdoors in all weather, including rain, fog, snow, sleet, cold, heat, humidity, and wind


Education, Training and Experience

Required:

  • Must have a High School Diploma or equivalent. Or Any combination of education and experience equivalent to graduation from high school.
  • Must be 18 years of age or older.
  • Must be a U.S. citizen and a New Jersey resident.
  • Must successfully pass a thorough criminal history and background check. * Valid Driver’s License may be required.
  • Must provide a physician’s note stating applicant is capable of the job requirements.
  • Must successfully pass 2 hours of classroom training and 20 hours on the job training.

All training and equipment will be provided to selected applicants.

The DPW will begin snow plowing between 4pm and 4:30. Vehicles MUST be moved or summonses will be issued. See Boro Ordinance 7-8.3.

On November 14, 2019, Officer Lamont Griffin was hired as an intergovernmental transfer from the Newark Police Department, where he served for 3 years.

The Elmwood Park Police Department has joined the New Jersey Attorney General's "Project Medicine Drop" initiative, and has installed a Project Medicine Drop box at police headquarters.

This initiative makes it easier and more convenient than ever for Elmwood Park residents to take an active role in the fight against the nationwide epidemic of opiate and heroin abuse, which often is fueled by the abuse of prescription painkillers.

"Project Medicine Drop is a natural addition to our commitment to help improve the public safety and quality of life in Elmwood Park. It will encourage our residents to be fully aware of the potential for abuse presented by otherwise beneficial medications," Elmwood Park Police Chief Michael Foligno said.

The department's new Project Medicine Drop Box is located at 182 Market St. Residents may visit the Elmwood Park Police Department at any time, 24 hours a day, seven days a week, 365 days a year, to dispose of their unused or excess medications.

Project Medicine Drop is an important component of the New Jersey Attorney General's effort to stop the diversion and abuse of prescription drugs, including highly addictive opiate painkillers.
